Fazee is a novelty camera and makes no larger claim. Point the phone at a face and it applies distortions - stretched features, swapped faces, cartoon overlays - then records the result as a clip you can save or send on. The time-warp effect is the draw for most people who install it: a scan line sweeps down the frame and smears whatever moves through it, which is reliably funny with a group and reliably tedious alone.
Recording takes one tap and export goes straight to the gallery or a messaging app, roughly the right level of ceremony for something this disposable. What Vibe Filter Club has not done is curate the effect set; there are a great many filters and no obvious ordering, so finding the one you used last time is guesswork.
A 4.2 rating fits an app of this kind. It works, it costs nothing, and the advertising between takes is the price of that. Few people keep it installed for long, and there is nothing wrong with that.
