Android still has no dependable built-in answer for RAR files and only a partial one for ZIP, which is why archive utilities keep surfacing near the top of the Tools charts. This is one of the more heavily installed of them at 10M+, and it does the expected work: browse storage, open an archive, extract all or part of it, and compress files back into ZIP or 7Z when something has to go out by email.

Encrypted archives are supported in both directions, which counts for more than it sounds; plenty of free extractors read password-protected ZIPs but cannot produce them. A file browser with preview lets images and documents inside an archive be checked before extraction, and format support reaches past ZIP and RAR to 7Z, TAR and the compressed variants.

The score is the problem. An average of 3.95 across that many installs is a warning, and the recurring themes in this class of utility are advertising density and permission requests that reach further than the task requires. An archive tool needs storage access and not much else; anything beyond that deserves a look in the settings before being granted. Large files also extract slowly, though that is as much a hardware limit as a software one.
