This is an account app rather than a product you can browse. Avant, LLC lends to United States borrowers through personal loans and the AvantCard credit card, and the app exists so that people who already hold one of those can manage it without opening a browser.
The work it does is ordinary and genuinely useful: current balance, the next payment amount and its date, one-off payments, autopay setup, transaction history and statements. Card holders see available credit and recent activity in the same place. Due-date alerts are the feature that justifies installing it at all, because a missed payment on consumer credit is expensive in a way that a missed calendar reminder is not.
Judged against that narrow job, the 4.73 average across 500K+ installs makes sense. Judged as a finance app, the limits are obvious. Without an Avant account it does nothing at all, it is restricted to United States customers, and it will not help you weigh a loan against anybody else's offer. The terms of the underlying product are what matter; the app is only a window onto them.

Can I apply for a loan through the app?
It is built for servicing an account you already have. Applications and eligibility checks run through Avant's own website, and the approval terms are set there rather than here.
Can I use it from another country?
Avant lends only to United States borrowers, so the account behind the app cannot exist elsewhere and there would be nothing to sign into from abroad.
Does using the app affect my credit score?
The app itself does not. Your score responds to the underlying loan or card: payment history, balance carried, and any credit check made when you applied. Setting up autopay is the practical way this app helps.
